Despite the magnitude of the problem, the $47.4 billion requested will only be sufficient to assist 190 million people, leaving a large number without support.
The United Nations (UN) estimates that around 305 million people will need humanitarian assistance by 2025. In this context, the UN has requested over $47.4 billion to help nearly 190 million people who will suffer the consequences of conflicts and climate change in that year.

Tom Fletcher, UN Under-Secretary-General for Humanitarian Affairs, stated from Geneva that “the combination of conflict, climate crisis, and inequality has created a perfect storm” and warned that “the world is on fire.” He emphasized that we are facing a multiple crisis on a global scale and that the most vulnerable people are paying the highest price.
Despite the magnitude of the problem, the $47.4 billion requested will only be sufficient to assist 190 million people, leaving a large number without support. Fletcher mentioned that it would have been easier to request a record amount as in previous years but stressed the importance of “setting priorities in light of funding shortages,” even if this involves “difficult decisions.”
By November, the UN had only received 43 percent of the nearly $50 billion requested for 2024. The humanitarian chief lamented that the humanitarian system is overwhelmed, underfunded, and a victim of attacks, calling for a “global solidarity push” in light of “donor fatigue.”
The UN also pointed out that the greatest obstacle to providing assistance and protecting people in armed conflicts is the widespread violation of international humanitarian law. Additionally, it highlighted that 2024 has been considered one of the deadliest years for humanitarian workers, with over 280 deaths recorded so far.
The organization warned that if urgent measures are not taken, 2025 could be even worse. By mid-year, nearly 123 million people had been displaced by conflict and violence, marking the twelfth consecutive annual increase in this figure.
