The Caracas meeting will address respect for human rights and the dignity of migrants in the Trump era.

On Monday, the heads of state of the member countries of the Bolivarian Alliance for the Peoples of Our America–Peoples’ Trade Treaty (ALBA-TCP) will hold an extraordinary meeting in Caracas to analyze issues of great significance for the region.

This meeting’s agenda includes matters such as the assessment of progress made toward common economic, social, and political objectives set during the 24th ALBA-TCP Summit, which took place in December 2024.

“Today we are holding this extraordinary summit to, in a dynamic and assertive manner, review the decisions related to the development of the plan approved on December 14, which coincided with the 20th anniversary of a legacy in tune with the demands of life in 2025 and the current geopolitical situation,” Venezuelan President Nicolas Maduro said.

The extraordinary meeting in Caracas also tackled respect for migrants and the defense of sovereignty in Latin America, particularly in light of the decisions made by U.S. President Donald Trump.

“We addressed the issue of migration and respect for the human rights and dignity of migrant populations. We will coordinate actions to ensure their rights and facilitate their return, as appropriate,” the Venezuelan president stressed.

“The Commanders Hugo Chavez and Fidel Castro foresaw the emergence of the multipolar world that is now consolidating against all hegemonic and supremacist ambitions—a world in which ALBA-TCP stands as one of its firmest and most visionary pillars,” the Latin American bloc recalled.

“The Bolivarian Alliance for the Peoples of Our America continues to advance steadily in the development of its strategic agenda to ensure the realization of the union project in the most critical and necessary areas to guarantee the well-being of our peoples,” it added.

The text reads, “Trump ignores Latin America. Asked about future relations between the U.S. and Latin America, the president said that the United States does not need Latin America. It was of no use to Milei and company to crawl around like worms.”

At the December 2024 meeting, the presidents and prime ministers of ALBA-TCP countries approved a consensus declaration reaffirming the principles, objectives, commitments, and key causes of this international cooperation agreement.

They also expressed their willingness to move forward with the implementation of both old and new economic agreements, such as the launch of the AgroALBA project to “produce food for all the peoples of Latin America, the Caribbean, Africa, and beyond.”

The ALBA-TCP countries proposed the revival of PetroCaribe under a new productive model to allow investment “in oil, gas, derivatives, and joint ventures,” the reinstatement of the Sucre currency for international exchanges, and progress in signing an intraregional trade treaty.

Other announcements included the creation of a Center for Science, Technology, and Innovation focused on scientific priorities aimed at accelerating capabilities in artificial intelligence and social media management. The 2024 meeting’s declaration reaffirmed the commitment to defending the 2014 Proclamation of Latin America and the Caribbean as a Peace Zone.

“We have managed to update the ALBA-TCP agenda to streamline responses and solutions related to economic, productivity, social, cultural and technological development,” Maduro said.
