Angola to Mediate Possible Talks Between DR Congo and M23 Rebels

Angola has announced plans to mediate direct talks between the Democratic Republic of Congo (DRC) and the M23 rebels, following a brief visit by Congolese President Félix Tshisekedi to Luanda.

Shift in Kinshasa’s Stance?

Until now, Kinshasa has refused to engage in direct dialogue with M23, viewing the group as Rwandan proxies. However, Angola’s initiative has sparked mixed reactions:

  • Hope in Goma: Many civilians in M23-controlled Goma welcome the idea.
    • “Weapons don’t impose peace, talks do,” said Franck Mbutu, a resident.
    • Another local, Balangezi, added, “If negotiations will restore peace, we agree.”
  • Caution from Kinshasa:Tina Salama, President Tshisekedi’s spokeswoman, was more skeptical, stating on X:
    • “We take note and wait to see how this mediation is implemented.”
    • She reaffirmed DRC’s commitment to the existing Nairobi peace process and UN Resolution 2773.

Regional Security Context

The Southern African Development Community (SADC) is set to hold an extraordinary summit on March 13 to discuss DRC’s security crisis, adding further weight to the diplomatic push for peace.

Despite Angola’s efforts, the path to direct talks remains uncertain. For the people of Goma, the prospect of dialogue offers a rare glimmer of hope amid ongoing instability.
