The Premier underscored the need to establish firmer political foundations, stronger security guarantees, closer economic ties, deeper emotional connections, and more coordinated multilateral cooperation.

In a strong appeal for unity and cooperation, Chinese Premier Li Qiang urged today for deeper and broader collaboration among member states of the Shanghai Cooperation Organization (SCO) during the 23rd Heads of Government Council Meeting held in this city.

Li emphasized that the SCO serves as a crucial platform for safeguarding regional peace and stability while promoting development and prosperity among all involved nations. He recalled that during the recent Astana Summit, President Xi Jinping and other SCO leaders reached significant consensus on building a common home characterized by solidarity, mutual trust, peace, development, and good neighborliness.

To realize this vision, the Premier underscored the need to establish firmer political foundations, stronger security guarantees, closer economic ties, deeper emotional connections, and more coordinated multilateral cooperation.

Li presented four key proposals to strengthen cooperation within the SCO:

1. Strengthening Strategic Alignment: He proposed that member states formulate a development strategy for the next decade, outlining a roadmap that promotes strategic communication and resolves differences through dialogue.

2. Expanding Practical Cooperation: He urged countries to focus on areas such as poverty reduction, digital economy, and sustainable development, while also facilitating regional trade and improving connectivity.

3. Focusing on Key Risks: Li suggested intensifying joint actions against common threats and accelerating the establishment of specialized centers to address security challenges and drug trafficking.

4. Promoting People-to-People Exchanges: He proposed enhancing the SCO Good Neighborliness and Friendship Committee, establishing an alliance in digital education, and organizing events to strengthen interpersonal relations.

Participants at the meeting reaffirmed their commitment to the “Shanghai Spirit,” highlighting that member states have continually strengthened mutual respect and trust, thereby fostering an environment of peace, stability, and development in the region.
