The Congress of Peru has recently passed a resolution allowing U.S. military personnel and high-caliber weaponry to enter the country under the pretext of “preserving” security during the Asia-Pacific Summit (APEC).

 This decision, supported by 63 votes in favor, authorizes the arrival of 600 U.S. military personnel who will be in the country from November 4 to 24, 2024, coinciding with a period of growing social tension.

The official justification from the government of Dina Boluarte for this measure focuses on the need to ensure security in the context of the international event. However, this authorization comes amid a national 72-hour strike called by various sectors opposing the current administration.

The coincidence of the arrival of foreign troops and popular protests has raised concerns about the true purpose of this action.

Critics have pointed out that the military presence may be more oriented toward controlling and repressing demonstrations than protecting the event.
