This approach resonates with the need to establish a framework that minimizes the risks associated with irregular crossings, which often lead Cuban migrants to face imminent dangers such as human trafficking and extortion on their way north.

In a context marked by migratory tensions and challenges, the Cuban authorities have made a clear call to the United States to promote cooperation and dialogue on migration issues.
The Cuban Deputy Minister of Foreign Affairs, Carlos Fernández de Cossío, stressed the willingness of the Cuban government to consolidate and expand bilateral cooperation in this area, highlighting the importance of recent talks between the two nations.
Fernández de Cossío described the dialogue as “constructive and frank,” emphasizing that the primary objective is to ensure safe, orderly, and regular migration.
This approach resonates with the need to establish a framework that minimizes the risks associated with irregular crossings, which often lead Cuban migrants to face imminent dangers such as human trafficking and extortion on their way north.
However, the Deputy Minister also pointed out a fundamental contradiction in American migration policy. While Cuba seeks to establish a framework for cooperation, Washington continues to implement policies that favor Cuban irregular migrants, creating what Fernández de Cossío describes as a “pull factor.” This phenomenon is exacerbated by the blockade affecting the island, which contributes to the current migration crisis.
The White House has been criticized for granting privileged treatment to Cubans who attempt to enter its territory illegally, which contradicts commitments made in previous migration agreements. This situation raises questions about the effectiveness of U.S. policies regarding Cuban migration and their impact on the safety and well-being of migrants.
As both countries face complex challenges in the area of migration, Cuba’s readiness for dialogue presents an opportunity to address mutual concerns and work towards effective solutions.
However, the success of these efforts will depend on the willingness of the U.S. to consider the implications of its current policies and their impact on migration flows.
