Cuba’s Minister of Foreign Affairs, Bruno Rodríguez Parrilla, arrived in Kazan, Russia, to participate in the XVI BRICS Summit, taking place from October 22 to 24

During his remarks, the foreign minister noted that Cuban President Miguel Díaz-Canel was unable to attend due to his leadership role in restoring the national electricity service following the impact of Hurricane Oscar.

 Rodríguez Parrilla highlighted the energy crisis facing Cuba, which has been exacerbated by breakdowns in thermoelectric plants and reliance on fuel imports.

“We arrived in Kazan to participate in the XVI BRICS Summit BRICS2024. Current circumstances in Cuba prevent President Diaz Canel from attending, as he is personally leading efforts to restore the national electricity system and address damages caused by Hurricane Oscar.”, declared in his X account

This context highlights not only the internal challenges Cuba is facing but also its pursuit of strategic alliances during a critical moment.
