Fighting Climate Change Cannot Be a Pretext for Trade Discrimination: Russia

On Wednesday, Russian Prime Minister Mikhail Mishustin stated that the fight against climate change should not be used as a pretext for discriminatory actions in international trade.

“The issue of global warming cannot be used as a pretext for discrimination, unfair competition, or the imposition of artificial restrictions,” he said during his speech at the COP29 climate summit, held in the Azerbaijani capital.

The Russian Prime Minister emphasized the importance of ensuring that the transition to low-emission energy generation occurs “without harming the development of low-income countries.”

“Russia remains committed to low-carbon development goals. We are improving our legislation and providing assistance to vulnerable countries in the climate field,” added Mishustin, whose country is one of the world’s leading hydrocarbon producers.

He highlighted that Russia has managed to reduce its greenhouse gas emissions by more than half compared to 1990 levels.

“By 2060, we plan to achieve carbon neutrality. We are focused on increasing energy efficiency, developing electric transport, and introducing modern solutions in agriculture and forestry,” Mishustin said, calling for the creation of “practical mechanisms” for implementing international agreements and for establishing a unified system to assess the quality of climate projects.

The Russian prime minister also stressed the need for cooperation between scientific communities, highlighting that “national research is capable of refining and clarifying data on global climate changes to adopt effective decarbonization measures.”
