Hamas and Fatah Agree on Future Management of the Gaza Strip

The Palestinian armed defense group Hamas and Fatah, the main ruling party of the Palestinian National Authority (PNA), agreed on a future management of the Gaza Strip when the conflict with Israel ends that preserves the unity of Palestine during their meetings yesterday and today in Cairo.

The Hamas delegation is headed by the deputy head of the politburo, Khalil al-Hayya, and includes the member of the politburo, Basem Naim, and the head of national relations, Hussam Badran. On the other hand, the Fatah delegation is composed of Vice President Mahmoud al-Aloul, PLO Executive Committee member Azzam al-Ahmad and Palestinian National Council chairman Rawhi Fattouh.
Egyptian sources close to the negotiations, where the Arab country participates as mediator, pointed out to the Spanish press agency EFE that both Fatah and Hamas “showed more flexibility and positivity” for the establishment of the so-called “Community Support Committee”, the body that would govern the Gaza Strip, affiliated with the PNA and would administer the territory with the presence of independent figures in its ranks.
“The Community Support Committee will be formed by a presidential decree of the Palestinian president Mahmoud Abbas and will be responsible for the administration of the Gaza Strip. It will be affiliated with the ANP and will include independent figures”, the source said.
A possible agreement would allow the committee to manage humanitarian aid, civil affairs and crossings in Gaza. However, the Palestinian Authority (PA) and Fatah are not interested in forming a new government at this time, and Egypt has reservations about solutions that cannot be implemented quickly.
For its part, a Hamas official said the group was open to solutions proposed by Palestinians, but anticipated that Israel would obstruct any agreement. In addition, the PA rejected a plan for the participation of the United Arab Emirates in the post-war governance of Gaza.
