Honduras Cancels CELAC Emergency Summit on Migration

Honduras canceled the urgent summit of the Community of Latin American and Caribbean States (CELAC) that had been convened for this Thursday by the organization’s pro tempore president, Xiomara Castro.

Colombian President Gustavo Petro was expected to participate in the meeting. Over the weekend, he responded with diplomatic measures to the mass deportation of migrants from the United States.

Honduran President Castro had outlined an agenda for the meeting focused on discussing migration, the environment, and regional unity. The summit was planned in a “hybrid format,” and its objective was “to address the issue of migration and continue advancing regional dialogue with the aim of building collective strategies to tackle this major problem,” she said.

“It is important to highlight and reiterate that CELAC, as a representative mechanism for political coordination, cooperation, and integration among Latin American and Caribbean states, only makes decisions by consensus,” the Honduran Foreign Ministry emphasized.

In carrying out the pro tempore presidency, Honduras has “encouraged the fulfillment of common objectives to achieve regional integration and unity, including cooperation among member countries in relation to other nations, blocs of countries, or international actors,” it added.

Honduran diplomats recalled that the Castro administration has promoted debate within CELAC on highly sensitive issues such as the humanitarian crisis in Haiti, the diplomatic aggression that took place at the Mexican Embassy in Ecuador, and the social and economic effects of U.S. migration policies.

The CELAC emergency meeting was convened on Sunday by the Honduran president following the diplomatic impasse between the United States and Colombia, triggered by Petro’s decision to deny entry to two planes carrying deportees from the U.S. until the migrants were treated with dignity.
