Joseph Borrell Proposes Coercive Measures to Stop the Middle East Conflict

On Sunday, the High Representative of the European Union (EU) for Foreign Affairs, Josep Borrell, called on the international community to adopt “coercive measures” to stop the conflict in the Middle East.

“This has to stop, but it won’t happen just because we demand it,” he stated, attributing the lack of consensus to achieve a ceasefire in Gaza and Lebanon to the growing “polarization” in the Euro-Mediterranean region.

“If the international community is not ready to impose limitations on the parties involved, the war will continue,” the EU diplomat said at the close of the “Civil Society Conference” organized by the European Institute of the Mediterranean (IEMed) in Barcelona.

Although many countries are calling for a truce, “we don’t agree on the type of actions required to make it a reality. When we go from words to actions, divisions emerge,” Borrell added.

The EU High Representative referred to the conflict in Gaza as “the most pressing humanitarian crisis since World War II.” Speaking before an audience of over two hundred representatives of civil society organizations from around 30 countries in the Mediterranean region, Borrell criticized those who reject the two-state solution for Israel and Palestine but “do not propose an alternative.”

“When someone says they do not want the two-state solution, they have the moral obligation to say what their solution is. In practice, they are implementing something else, to which they give no name,” he pointed out, warning that the situation in Gaza has led to “the biggest media blackout of all time” and calling for “full and free access to information” on what is happening on the ground.

Reflecting on the “shared humanity” between both sides of the conflict, a concept discussed at the Barcelona conference, Borrell noted, “What happened to the Jews in World War II does not justify what is happening with the Palestinians.”

The IEMed conference has served as the prelude to the ninth Regional Forum of the Union for the Mediterranean, which will bring together the foreign ministers of the UfM member countries in Barcelona tomorrow.
