On Saturday night, the celebration of Lapu-Lapu Day, a symbol of Filipino anti-colonial resistance, turned to tragedy when a vehicle rammed into a crowd gathered in South Vancouver. According to police reports and witnesses, the toll stands at eleven fatalities and more than twenty injured, many of them members of the Filipino community, one of the most vulnerable and marginalized groups in contemporary Canada.
Lapu-Lapu Day, officially recognized in British Columbia since 2023, represents for the Filipino diaspora an act of remembrance and resistance against historical colonization and oppression. However, violence erupted at the heart of this community celebration, exposing the fragility of public spaces and the lack of effective protections for migrant minorities in Canada.
The immediate response from the community, which apprehended the attacker before police arrived, demonstrates the power of grassroots organizing in the face of adversity. Yet it also underscores the absence of public policies ensuring the safety and well-being of those historically marginalized by neoliberal state structures.

Public Safety and Structural Racism: Unresolved Issues
The mass casualty event in Vancouver cannot be analyzed in isolation. Latin American social movements and alternative media outlets have repeatedly denounced how labor precarity, systemic racism, and institutional neglect harm migrant communities in Canada and other Global North countries. During public celebrations, where police presence is minimal and safety infrastructure inadequate, these groups face avoidable risks.
The lack of preventive measures and inclusive policies stems directly from a neoliberal model that prioritizes profit and the cosmopolitan image of cities over the lives and dignity of their most vulnerable residents. The Vancouver tragedy demands a thorough review of these priorities and a robust response from the state and civil society.
