Palestinian Factions Sign Unity Declaration in China

The temporary national unitary government will be ruled by the Palestinian Basic Law.

At the reconciliation summit in Beijing on Monday, Hamas, Fatah, and 12 other Palestinian factions signed an agreement to form a temporary national unity government with authority over Gaza, the West Bank, and East Jerusalem.

This temporary national unitary government would be governed by the Palestinian Basic Law and would be formed under the consensus of the 14 signatory Palestinian factions and the decision of the president.

Among the signatory groups of the “Beijing Declaration on Palestinian Unity” are also the Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the Democratic Front for the Liberation of Palestine (DFLP).

“The Palestinian factions welcome the opinion of the International Court of Justice (ICJ), which confirmed the illegality of the Israeli presence, occupation and settlement in the West Bank and East Jerusalem,” Hamas said.

On Friday, the ICJ described as “illegal” the Israeli occupation of these Palestinian territories at the same time that the Zionist state granted itself administrative powers in “Zone B” of the West Bank, until then completely administered by the Palestinian Authority.

The signatories committed to maintaining the implementation of these agreements “to end the division” between them. Their deal was achieved thanks to the role played by Egypt, Algeria, China, and Russia.

Among the common objectives set is the establishment of an independent Palestinian State with its capital in Jerusalem in accordance with international resolutions, especially United Nations resolutions 181 and 2334.

Resolution 181 was established in 1947 and designated the partition of Palestine into an Arab state, a Jewish state, and a part under international administration. Resolution 2334 agreed in 2016 establishes Israeli settlements in occupied Palestinian territories as illegal.

The factions claimed “the right of the Palestinian people to resist occupation” in accordance with international law, the United Nations and the right to self-determination, as well as to “resist and thwart” Israeli attempts to displace the Palestinian population.

The last point to which Hamas alludes is the groups’ common commitment to try to end the barbaric siege of Gaza and the West Bank, as well as ensure the entry of humanitarian and medical aid “without restrictions or conditions.”
