“The country is heading towards a major change to put its governance system at the service of the people,” he said during a visit to the “Mandarine Route” communes in the Zamora municipality of Miranda state.

“The government must be on the territory with the people and invest the country’s resources in solving local needs,” he added, instructing members of his cabinet to focus their work on the 4,505 communal circuits existing in Venezuela.

“In about three years, we could even have up to 6,000 well-consolidated communes working on projects and executing works,” Maduro pointed out.

Maduro called on Venezuelans to participate in the national popular consultation that will take place on August 25, when citizens will choose the local development projects to be implemented in the 4,505 communal circuits with funding from the national government. He also emphasized that the consultation is part of a paradigm shift through which communities define the public works they need most.

“The vision of Popular Power helps us not only to consolidate participatory and protagonistic democracy but also to highlight that our sovereignty resides in the people inalienably,” said Deputy Minister for Social Movements Skarlen Mariño, who stressed that community organization guarantees the progressive rights and principles established in the Venezuelan Constitution.

“We achieve nothing through criticism. We achieve more through action. And the best way to do that is by submitting projects and going to vote on August 25,” she added.
