This development proposal has the Venezuelan people as its protagonist.
On Sunday, Venezuelan President Nicolas Maduro announced that the Seven Transformations Plan (7T), which emerged from the work of the Congress of the Historical Bloc, will be presented as his government program to the National Assembly on January 10, after his inauguration for the 2025–2031 term.

“The Seven Transformations Plan will become the Law of the Homeland Plan 2025–2031. It will be the country’s development plan, born from a new civil society: the historical bloc,” he said.
On Sunday, the first edition of the Congress of the Historical Bloc concluded at the Homeland Barracs after three days of debate and resolutions.
“We have the government plan, the 7T plan, which was thought out, designed, and written by the people. I will execute it as the re-elected constitutional president,” Maduro stated, adding that he received additional documents related to the “Concrete Action Agenda” from the Historical Bloc Congress coordinators, which he will review meticulously.
“The 7T Plan is a proposal to move toward the future. It implies major structural transformations to be carried out simultaneously and in an integrated manner. It embodies an innovative concept with the Venezuelan people as the main actors.”
Maduro noted that while the first edition of the Congress of the Historical Bloc had been highly successful, it is necessary to expedite the construction of the new state and dismantle the old structures of the bourgeois state.
“That old zombie bourgeois state that attacks us from within and from outside must be demolished, and the force to demolish that old zombie state is Popular Power,” he said.
