The new recruits will not participate in the Ukrainian conflict, nor will they be sent to Donetsk, Luhansk, Kherson, and Zaporizhia.

On Monday, Russian President Vladimir Putin signed the decree for the second 2024 draft, which affects 133,000 Russians aged 18 to 30.

“Between October 1 and December 31, 2024, citizens of Russia aged between 18 and 30 are called to military service,” states the document published on the Russian government’s legal information portal.

The same decree, which comes into force after its publication, also released young men whose enlistment period had ended from military service.

The previous draft took place between April 1 and July 15, affecting 150,000 Russians, and was notable for raising the service age to 30, three years older than the previous draft.

“The duration of military service will remain unchanged at 12 months,” said the head of Organization and Mobilization of the Russian General Staff, who also noted that the new recruits would not participate in the war with Ukraine nor be sent to the regions of Donetsk, Luhansk, Kherson, and Zaporizhzhia.

However, due to the situation in several Russian border regions, primarily in Kursk, where the Ukrainian army carried out an incursion in early August, Russian conscripts serving in the border guard troops have been involved in combat.

During the clashes, some Russian conscripts were captured by Ukrainian forces. In mid-September, both sides exchanged 260 prisoners (130 from each side), with a significant number of conscripts captured in Kursk.
