It also aims at prioritizing disease prevention and improving the quality of health services.

“Countries that have a primary care system and do not only focus on treating diseases in their later stages are generally considered to have better health systems. Therefore, prevention and health promotion are very important components of a our plan,” Health Secretary David Kershenobich said during Sheinbaum’s morning press conference.
The Deputy Secretary for Health Sector Integration and Development, Eduardo Clark, who was also present at the presentation of the proposal, explained that the new health plan is based on five pillars.
The first one is prioritizing health promotion, disease prevention, and vaccination throughout life. For this, the goal is to reduce the percentage of children with obesity, while also addressing people with undiagnosed chronic diseases, particularly those suffering from diabetes and hypertension.
The second pillar is to improve the quality of medical care and reduce wait times by maximizing clinic and hospital operations seven days a week, 24 hours a day. “We believe that to provide more and better care, we need to maximize the use of the personnel and infrastructure we already have,” Clark stated.
The Sheinbaum administration will also strengthen IMSS Bienestar, which serves people without social security, with the goal of ensuring that no Mexican is left without free, public, quality medical care.
The fourth pillar is to ensure that all clinics and hospitals are stocked with medications, supplies, and equipment to fully serve the population.
Finally, the new National Health Plan will foster the modernization and integration of the health sector so that everyone can receive care at any public-sector facility.
During the press conference, IMSS-Bienestar Director Alejandro Svarch also presented the “Wellbeing Doctors” program, which aims to consolidate the world’s largest public health service network. To achieve this, clinical and surgical teams will be assembled in 282 hospitals located in vulnerable or remote rural areas of the country, ensuring continuous care available 24 hours a day, 365 days a year.
He invited doctors to join the program, where they will be guaranteed monthly pay between US$2,482 and US$2,730; an initial two-year contract; assistance with transportation, lodging, and food, and the opportunity to pursue a master’s degree in their area of expertise.
