A recent investigative report has uncovered the existence of a covert cabinet within the administration of Salvadoran President Nayib Bukele, composed of at least ten Venezuelan advisors linked to the extremist opposition of the self-proclaimed interim government of Juan Guaidó. This group operates above official ministers and has been issuing directives since February 2020 across various executive branches, including health and economy.
According to the media outlet El Faro, the power structure within Bukele’s government is atypical and lacks transparency. The contracts, fees, and responsibilities of these advisors have not been officially disclosed, raising concerns about accountability. A source close to the group stated, “For almost every minister, there is a Venezuelan behind them giving orders.”
This hidden cabinet not only manages governmental affairs but also coordinates the propaganda activities of the Executive Branch and the ruling party, Nuevas Ideas, which has controlled the Legislative Assembly since February 2021.
The central figure in this group is Sarah Hanna, who has been an assistant to Venezuelan opposition leader Leopoldo López and now serves as the head of the unofficial ministerial cabinet.

The Venezuelan advisors act as intermediaries between the Bukele clan, the government, and the Nuevas Ideas party, relaying instructions both in person and through WhatsApp groups.
