Russia-North Korea Comprehensive Agreement Guarantees Mutual Security: Peskov

The strategic partnership document adheres to international law and the UN Charter.

On Tuesday, Russian presidential spokesperson Dmitry Peskov defended the ratification of the Comprehensive Strategic Partnership Agreement with North Korea, which includes a mutual assistance clause in the event of aggression.

“The most important thing is that this agreement indeed implies deep strategic cooperation in all areas, including security guarantees,” he said in response to a question about President Vladimir Putin’s decision to submit the agreement to the Lower House for ratification.

Regarding the practical implications of the agreement in case a military conflict affects one of the signatory countries, Peskov emphasized that the content of the document “leaves no room for doubt.”

In June, Putin and North Korean President Kim Jong-un signed the Comprehensive Strategic Partnership Agreement during the Kremlin chief’s first visit to Pyongyang in almost a quarter of a century.

The document provides for “assistance in the event that one of the two countries is attacked,” explained Putin at the time, adding that the agreement seeks to “ensure security and stability on the Korean Peninsula and in the Northeast Asian region as a whole.” North Korea also assured that the military assistance clause with Russia adheres to international law, the UN Charter, and the laws of both countries.

“If one of the two parties is subjected to a war situation due to an armed invasion by an individual country or several nations, the other party will provide military and other assistance without delay, mobilizing all possible means at its disposal,” reads a section of the treaty released by the KCNA agency.

On Sunday, Ukrainian President Volodymyr Zelensky expressed concern over the possible involvement of North Korea in its war against Russia. According to Ukrainian intelligence sources, six North Korean army officers were killed on October 3 in a Ukrainian missile strike in the Donetsk region.
