Seven new instruments of cooperation strengthen the bond between Venezuela and Russia

Venezuela and Russia signed seven new instruments of strategic cooperation on Thursday, after a meeting between Venezuelan President Nicolás Maduro and the Vice President of the Government of the Russian Federation, Dmitry Chernyshenko.

From the Miraflores Palace, the Venezuelan head of state pointed out that with this XVIII meeting of the CIAN Russia-Venezuela, 20 years after the High Level Commission of Cooperation between both countries was founded.

“The feeling is one of satisfaction for the work carried out and the spirit of friendship and brotherhood that has reigned, and that increasingly unites Russia and Venezuela (…), in this 21st century full of so many expectations towards the future horizon of humanity,” said President Maduro.

For his part, the Russian Vice President of the Government stressed that Venezuela and Russia have established two indestructible ties, while adding that both nations maintain a constructive dialogue through the CIAN, in energy, trade, science, technology, pharmaceutical, financial and banking spheres.

“We applaud the fact that the Venezuelan people have chosen to vote for you, by showing their support by electing you as president in a political line that is correct. Once again I thank you for your attention and we will be happy when you visit Russia in 2025 and we continue to consolidate the energy and cooperation agreements, since our countries have forged ties that cannot be broken,” said the senior Russian official.

At this meeting, between the High Level Intergovernmental Commission (CIAN) Russia-Venezuela, eight (8) agreements were signed, based on:

  • 1.- Development Plan of the Key Areas for Russian-Venezuelan Cooperation, until the year 2030.
  • 2.- Intergovernmental Agreement between the Governments of Venezuela and Russia on cooperation in Science and Technology.
  • 3.- Protocol between the Ministries of the People’s Power of Economy, Finance and Foreign Trade and the Federal Customs Service of Russia.
  • 4.- Memorandum of Understanding between Petróleos de Venezuela (PDVSA) and the Federal University of Kazan.
  • 5.- Memorandum of Understanding between Petróleos de Venezuela (PDVSA) and RT. Project Technologies, on industrial safety.
  • 6.- Roadmap for the implementation of the Memorandum of Understanding between the Ministry of Natural Resources and Ecology of Russia and the Ministry of People’s Power for Ecological Mining Development of Venezuela.
  • 7.- Action Plan for the implementation of the Memorandum of Understanding and Cooperation on Labor Inspection and Promotion of Employment of the Population, between the Ministry of People’s Power for the Social Process of Labor of Venezuela and the Federal Service for Labor and Employment of Russia for 2025-2026.
  • 8.- Final Act of the XVIII Meeting of the CIAN Russia-Venezuela.

“Today, with these agreements and contracts that we have signed, we seal and consolidate the path of union and cooperation between Russia and Venezuela for the rest of the years to come, from now until 2030 and beyond,” said President Maduro.
