Syria Forms Experts Committee to Draft New Constitutional Declaration

The Syria’s Presidency, headed by former Syrian guerrilla Ahmad Al-Shara issued a decree on Sunday announcing the formation of an expert committee to draft the declaration of the country’s new constitution.

This decision is taken “in the interest of the aspirations of the Syrian people to build their country on the basis of the sovereignty of law, and the conclusions of the conference of the Syrian national dialogue with a view to preparing the legal framework which organizes the transition phase”.
The committee is made up of seven experts, including two women: the well-known human rights defender, Bahia Mardini, from the Kurdish community, and Rayaan Koheilan.
In addition, the committee is composed of Abdul Hamid al-Awak, PhD in constitutional law and professor in Turkey; Yasser al-Huwaish, new dean of the Damascus Faculty of Law; Ismail al-Khalfan, PhD in international law and dean of Aleppo; and Mohammed Reda Jalkhi, PhD in international law from the University of Idlib, graduated in 2023.
There are also Abdelhamid al-Awak, Yaser al-Hawish, Ismail al-Jalfan, Mohamed Reda Galji and Ahmed Qorb, according to the decree.
This committee, it says, will be responsible for “formulating the draft of the constitutional declaration that organizes the transition phase in Syria” and whose text will be presented to the Syrian president, Ahmed al-Sharaa.
