Venezuelan President Nicolás Maduro spearheaded the second National Popular Consultation on April 27, 2025, where 5,338 communes and 47,214 communal councils selected community projects with state funding. “The organized people are writing a new chapter of participatory democracy,” he declared.
Maduro emphasized record turnout in states like Táchira and Zulia, even in flood-affected areas: “These rains won’t stop popular power. They’re unstoppable in their determination to transform Venezuela!” The process included 7,438 polling stations and 140,000 personnel from the Republic Plan ensuring security.

Critique of Bourgeois Democracy and Defense of Popular Leadership
The Bolivarian leader contrasted the communal model with traditional democracies: “This isn’t about parties or ideologies. Here, the people plan, execute, and control without bureaucracy or corruption. Bourgeois elections are theater; we practice real democracy.”
He stressed that the process allows “perfecting democracy through popular wisdom, not desk formulas,” integrating projects into the Seven Transformations Plan (7T).
Maduro revealed that “for the first time in history, 70% of the national budget is allocated to popular power,” including $148 million executed in 14,000 projects over the past year. “This is the best use of resources in decades, especially for a blockaded and threatened nation,” he asserted.
The president linked the process to Hugo Chávez’s legacy: “We’re fulfilling the Comandante’s dream: communities owning their destinies.” He commemorated the fourth anniversary of revolutionary leader Aristóbulo Istúriz’s death, noting the consolidation of “the communal state we’ve always dreamed of.”
Maduro announced four additional consultations (six total) for 2025, including youth and cultural initiatives. “The future has already arrived, and it wears the people’s face,” he proclaimed, congratulating 49,000 communal spokespeople and the Republic Plan.
