U.S. and UK Fail to Commit to Promoting Ethical and Open Artificial Intelligence

Participants at the Paris Summit pledged to prevent market concentration in the AI sector.

On Tuesday, the United States and the United Kingdom did not sign the declaration issued by the Paris Action Summit on Artificial Intelligence (AI), which calls for the application of this technology to be open and ethical.

Sixty countries and supranational entities such as the European Union joined the declaration, which establishes that one of the major priorities must be “to ensure that AI is open to all, inclusive, transparent and ethical.”

Other priorities indicated are to increase the accessibility of AI to reduce the digital divide, avoid market concentration in this sector and promote cooperation and coordination of international governance.

The signatories of the AI Action Summit in Paris include the 27 States of the European Union, China, India, Australia, Canada, Brazil and Chile.

In his closing speech at the event, French President Emmanuel Macron called for a “plural multilateralism” that would allow for the creation of “a framework of trust” in the use of artificial intelligence.

“We need rules for AI to advance,” he said, and assured that it was not a question of “distrust” in the possibilities of the sector, but of establishing guarantees of respect for rights and of preventing AI from being used “to control the masses,” or that its enormous energy needs do not worsen global warming.

Previously, Indian Prime Minister Narendra Modi announced the creation of two entities related to artificial intelligence. While the AI ​​Foundation will aim to make investments in AI infrastructure to ensure that other countries have access to this technology, the Council for Sustainable AI will bring together companies in the sector to ensure that the different technological ecosystems are compatible.

The AI international architecture must better include “the global south, its priorities, its concerns and its needs,” he said, announcing that India will host the next edition of the summit on artificial intelligence.
