Ukraine-Us Meeting To Negotiate Partial Ceasefire Begins in Riyadh, Saudi Arabia

Ukrainian and American delegations began a meeting this Sunday in the Saudi capital, Riyadh, to discuss possible partial truces on energy and civil infrastructure, Ukrainian Defense Minister Rustem Umerov reported.

“We have started the meeting with the American team in Riyadh. We are implementing the directive of the President of Ukraine to bring (the country) closer to a just peace and strengthen security,” he wrote on his X social media account.

Umerov, who heads the Ukrainian delegation, indicated that the meeting’s agenda includes proposals to protect energy facilities and critical infrastructure.

He explained that these are complex technical issues, so the delegation includes energy experts, as well as military representatives versed in naval and air components.

Initially, Ukraine and Russia were to meet separately on Monday with the American delegation, which will be composed of the US special envoy for Ukraine, General Keith Kellogg and his aides, Michael Anton, director of Policy Planning at the State Department, as well as representatives of the National Security Advisor, Mike Waltz, according to ‘The New York Times’.

The Russian delegation will be led by Grigori Karasin and Sergei Beseda, to discuss the conditions for a possible partial ceasefire, focusing initially on energy and infrastructure, following talks between Donald Trump and Vladimir Putin. Although the Kremlin announced a unilateral energy truce, Kiev is seeking more details on its implementation.

Ukraine seeks to include the protection of civilian infrastructure in a possible partial ceasefire with Russia, having prepared a list of energy targets and civilian infrastructure that should not be attacked, e will insist that Russia cease attacks on port infrastructure, especially in Odessa, and will consider the resumption of a truce in the Black Sea to allow safe export of Ukrainian cereals.

For its part, the Kremlin anticipates “difficult” talks with Ukraine, citing “many pitfalls” and Russia has rejected proposals for a truce from both Europe and the US. Despite this, the White House seeks a ceasefire agreement by 20 April, although it recognizes that significant differences between the parties could alter this deadline.
