Ukraine’s Recovery Requires $524 Billion: PM Shmyhal

On Tuesday, Ukrainian Prime Minister Denys Shmyhal cited a World Bank report that maintains that his country will need about US$524 billion over the next decade for recovery.

“The latest figures surpass the previous estimate by US$38 billion. Such huge costs mean that recovery must be a global project,” Shmyhal wrote in a post on Telegram.
During reconstruction, the Ukrainian government will adhere to the “build back better” principle, prioritizing safety, energy efficiency, and accessibility.
Separately, the government press service reported that Ukraine’s housing sector requires about US$84 billion for reconstruction, followed by the transport and energy sectors with US$78 billion and US$68 billion respectively.
In 2025, the Ukrainian cabinet has allocated US$7.37 billion for priority recovery efforts in housing, education, healthcare, energy and other sectors. The government estimates the funding gap for recovery and reconstruction this year at US$9.96 billion.
