Inspired by Bolivar’s vision, this initiative promotes reforestation, environmental education and biodiversity protection.

On Sunday, Venezuelan Acting President Delcy Rodriguez led the launch of the National Chuquisaca Plan, which is aimed at the ecological and climate restoration of the country’s ecosystems.

During National Tree Day, she was accompanied by young people who planted endemic species and trees such as the araguaney.

Inspired by Liberator Simon Bolivar’s conservationist vision, the initiative is being carried out alongside junior park rangers and promotes environmental education and the protection of local wildlife.

The planting of endemic species is also part of the current National Plan, which seeks to consolidate an “Ecosocialist Economic Model” that guarantees a harmonious and comprehensive relationship between human beings and nature.

Rodriguez and the communities reaffirmed their commitment to protecting the ecosystem and restoring vitality to historically degraded areas.

“To place our hands in the soil is to plant life and the future,” Rodriguez said, emphasizing that her administration seeks to consolidate a sustainable development model that actively involves the people in protecting the country’s biodiversity and environmental balance.

On Dec. 19, 1825, Liberator Simon Bolivar issued a decree in Chuquisaca that became the first conservation-oriented legal framework in Latin American republican history.

It was issued in response to the severe environmental damage caused by Spanish colonial exploitation, especially at Cerro Potosi in Bolivia, and by the effects of the Independence War. Among other provisions, the Chuquisaca Decree included:

Comprehensive Resource Management: It ordered the protection and proper use of water, vegetation, and soils, establishing the interdependence of these elements for ecological stability.

Mandatory Reforestation: It established the state’s obligation to plant 1 million trees in areas where land restoration was necessary.

Forest Regulation: It prohibited the cutting of forests without state authorization and conditioned forest use on the planting of new trees.

Protection of Water Sources: It ordered inspections of river springs to channel water to arid lands and preserve water flows, linking deforestation in headwater areas to water scarcity.

Currently, the Chuquisaca Decree is regarded by Venezuelans as one of the doctrinal foundations of “Ecosocialist Thought” and its public policies.
