President Nicolás Maduro of the Bolivarian Republic of Venezuela led the activation of the Communal and Popular Government System in the “Alí Primera Siglo XXI” commune, located in Coche parish of Libertador municipality, Caracas, as part of the Seven Transformations Plan (7T).

During the event, Maduro expressed his connection with the local community, stating: “I’m happy to return here – these neighborhoods are my home, my place is with the people, I belong to the humble working class.”

Blueprints for Community Transformation

The head of state emphasized the importance of envisioning the future of communities, urging residents to participate in debates and project proposals to transform their neighborhoods. He stressed the need to approve at least four projects annually and allocate direct budgets to build communities based on peace, harmony and happiness.

Concrete Results: From Sports Fields to Community Kitchens

Among the key projects inaugurated in the commune were a sports field, a communal grocery store, a community circuit, two mission bases named “Jesús Castillo” and “Bolívar Bicentenario,” as well as educational centers, health modules and community kitchens. These initiatives aim to strengthen social ties and improve residents’ quality of life.

El Estanque Sector Shows 90% Progress on Vital Infrastructure

In El Estanque sector, officials reviewed progress in communal organization, which includes ten communal councils. Funding was approved to replace 330 gas cylinders, with 90% completion reported for water pipe renovations – achievements credited to active community participation.

Ministers Spotlight Women Leaders and Supply Chain Solutions

Ángel Prado, Minister of Communes and Social Movements, praised the commune as one of Caracas’ best, highlighting women leaders’ work in identifying and solving local problems. Luis Villegas, Minister of National Trade, emphasized the Bodega Plan which connects rural products directly to communities, with over 780 stores activated across Caracas’ 16 parishes.

First Lady and Mayor Reinforce Institutional Support

The president was accompanied by First Lady Cilia Flores and Libertador Mayor Carmen Meléndez, among other national authorities, reaffirming institutional support for this popular and communal governance model aimed at improving citizens’ quality of life.

7T Plan: Venezuela’s Roadmap for Localized Development

The initiative represents a concrete implementation of the government’s Seven Transformations Plan through direct community engagement and local project development.
