‘In 2025, we are making the Venezuela that Commander Hugo Chavez dreamed of a reality,’ President Maduro said.
On Sunday, Venezuela holds the First National Popular Consultation of 2025, through which citizens, organized into 5,334 communal circuits, will prioritize development projects they have proposed themselves through assemblies.

Residents of the 1,101 parishes will go to 5,245 polling stations, which will remain open from 8:00 AM to 6:00 PM. In this democratic exercise, each commune must select seven priority projects from over 36,600 proposals submitted by the people.
The February 2 consultation is the first of four planned for 2025, all of which will be overseen and supported by the National Electoral Council and other institutions. It is part of the strategy promoted by President Nicolas Maduro to gradually transfer decision-making power to the Venezuelan population.
“This is called direct, true, and popular democracy. In 2025, we are making the Venezuela that Commander Hugo Chavez dreamed of a reality,” he said.
Once the communal projects are defined, the funds for their financing will be provided through the Federal Government Council, an institution that will later oversee their implementation.
“The country is advancing toward direct, real, and participatory democracy, in which the organized people become the alpha and omega of political, economic, and social processes,” said Jorge Arreaza, Vice President of Communal Councils and Communes of the United Socialist Party of Venezuela (PSUV).
The Venezuelan government expects massive citizen participation in this electoral process, which takes place 26 years after the first electoral victory of Hugo Chavez, the leader of the Bolivarian Revolution.
