Venezuela Passes Second Discussion on the Law on NGO Funding

The National Assembly (AN) of Venezuela approved on Thursday in second discussion the Bill of Control, Regularization, Action and Financing of Non-Governmental Organizations and Social Nonprofit Organizations.

The regulations were adopted in a formal session by unanimous vote. After endorsement, they are passed to the executive branch for promulgation and entry into force.

The NA also approved the Bill to Reform the Law for the Promotion and Development of New Enterprises, in its first discussion.

The legislative agenda for this Thursday also includes consideration of a draft agreement on the occasion of the celebration of the 20 years of the resounding victory of Commander Hugo Chavez in the referendum of August 15, 2004.

The adoption of this law is in line with a debate taking place in Venezuela on the documented involvement of organizations of this type in acts against the stability of the country and the origin of their funds, often linked to foreign entities known for their destabilizing record.

On Tuesday, in the exercise of its sovereign power, the Venezuelan Parliament agreed to adopt a set of laws to protect the population from hatred, terrorism and the spread of fascist ideas, with regard to acts of violence in the post-electoral promoted by the extreme right, on July 29 and 30.

The Legislature even decided to suspend the parliamentary recess in order to expedite the examination and adoption of these laws.

These include the Law on Control, Regularization, Action and Financing of Non-Governmental Organizations and Social Non-profit Organizations.

It also includes the draft law against fascism, neo-Fascism and similar expressions, which after a first round of debates months ago, now extends these discussions through a national public consultation in which deputies participate.
