Venezuela: Second National Popular Consultation 2025 Strengthens Communal Power

Citizens will choose community-level development projects from among 36,612 submitted proposals.
On Sunday, one hour before the start of the 2025 National Popular Consultation, Carlos Quintero, Vice President of the National Electoral Council (CNE), announced that 100% of the 7,438 polling stations across the country were installed and receiving citizens.

He also highlighted that Venezuelans had been participating in this democratic process since early in the morning, a process aimed at strengthening popular power.
“We have an infrastructure deployed with more than 140,000 officials to support the voting process, which will take place from 8:00 a.m. to 6:00 p.m.,” Quintero said, explaining that the process of ballot counting, totaling, and project adjudication will begin once the voting concludes.
Additionally, the Vice President of the CNE noted that members of the Electoral Commission have been trained in the automated ballot counting process to ensure that the more than 5,000 projects can be adjudicated as quickly as possible. Subsequently, the information will be submitted to the Ministry of Communes and the Federal Government Council.
Quintero also emphasized the importance of this day for Venezuelan democracy, as it allows for the direct participation of the people. He stressed that the CNE has been working hand-in-hand with popular power, building a methodology to train citizens in electoral matters.
The Electoral Power representative highlighted the growth of the process taking place in Sunday at more than 7,400 polling stations and 5,471 voting centers, supported by the evolving dynamic and capacity of the people, who are making contributions to the strengthening of the State.
“Undoubtedly, the people continuously demonstrate democracy in action; we are taking firm steps toward a more vibrant, more authentic, and more genuinely ours democracy,” he expressed.
Quintero detailed that of the 36,612 projects submitted, 15.5% correspond to economic transformation; 22.76% to city transformation and services; 14.26% to citizen security and defense; 18.46% to social transformation; 14.78% to political transformation; and 14.65% to ecosocialism, science, and technology.
In this regard, he pointed out that these figures show a balance in the discussion of needs and projects across the different areas of the communal political structure.
The CNE representative stated that they expect a high level of participation in this National Popular Consultation and reminded the public that the agency remains in permanent session, working toward the electoral process scheduled for May 25.
Quintero called on the people of Venezuela to mobilize and express themselves in this democratic, participatory, and unprecedented exercise, and he announced that on May 11, a simulation of the elections for governors, legislative councils, and National Assembly deputies will be held.
