Venezuelans Hold Second Popular Consultation to Choose Community Projects

Quarterly consultations are expected to continue in order to strengthen the empowerment of communities.

On Sunday, Venezuelans will participate in the second popular consultation of 2025 to select the local development projects that will be carried out in 5,338 communal circuits and 47,214 communal councils.

This is the fourth popular consultation held in the past year, and quarterly consultations are expected to continue in order to strengthen the empowerment of communities, a goal of President Nicolas Maduro’s administration.

On Wednesday, the Vice President of the National Electoral Council (CNE), Carlos Quintero, announced that 5,718 voting centers and 7,438 polling stations will be operational for the process of selecting local development projects, which will begin at 8:00 a.m. and continue until 6:00 p.m.

To ensure citizen participation and maintain public order, the Bolivarian National Armed Forces activated the Republic Plan on the eve of the vote in several states across Venezuela.

The text reads, “The Bolivarian National Armed Forces (FANB) activated the Republic Plan in different states of Venezuela to ensure tranquility and transparency during the Second National Popular Consultation 2025.”

The Minister for Communes and Social Movements, Angel Prado, stated that the involvement of all institutions creates the conditions for the electoral process to be “extremely successful.”

In each community, citizens will select seven development projects. The first project will be fully funded by the National Government, while the second will be financed by the state governments. In total, more than 36,000 projects have been submitted nationwide.

The 46,762 communes and communal councils, defined by the people themselves as “the backbone of the Bolivarian Revolution,” emerged in 2010 as tools to counter destabilizing actions by right-wing forces, but today they play a broader role.

During the television program “Con Maduro +,” the Venezuelan president emphasized the importance of this consultation in the decision-making process for funding community development projects.

“On April 27, we have the second consultation for the 5,338 communal circuits to vote freely and choose the projects that will be financed by the national budget,” Maduro said, highlighting that the popular consultation reaffirms that the people are the highest authority in decision-making.
