The Public Ministry of the Bolivarian Republic of Venezuela has expressed its satisfaction with the recent decision by the Supreme Court of Justice of El Salvador to approve the extradition of Richard Billings Cardozo Urribarri.
This individual is identified as a member of the Organized Crime Group El Yiyi and is considered the material author of the attack that occurred at Tu Finca Express butcher shop on February 18, 2023, in Maracaibo, Zulia state, resulting in one fatality and three injuries.
Attorney General Tarek William Saab emphasized that “our institution, as the holder of criminal action, welcomes the willingness expressed by the authorities of El Salvador to hand over this subject.” The extradition request was based on “the United Nations Convention against Transnational Organized Crime and the principle of international reciprocity.”

Saab highlighted that this decision represents “a victory for penal cooperation sustained through the efforts of both countries” and acknowledged the “invaluable support from Interpol” in this process.
Richard Billings Cardozo Urribarri was apprehended following a red alert issued by National Prosecutors 69 and 48 from Zulia, facing charges of “conspiracy to commit crimes, trafficking in weapons and ammunition, obstruction of freedom of commerce, terrorism, and intentional homicide qualified by motives.”
This development marks a significant advancement in the fight against organized crime in the region and underscores Venezuela’s commitment to pursuing those responsible for violent acts affecting its citizens.
