We want "a new type of international order, based on peace and a balanced relation of power," said Liu Hongcai.

China and Latin America are cooperating in order to make the world a more balanced and peaceful place, a senior Chinese state official said Tuesday in Ecuador.

“Cooperation can help to overcome the future economic challenges, increase China's and Latin America's competitivity and their ability for autonomous development," said Liu Hongcai, vice minister of International Affairs for China's Communist Party, at the Latin American progressive meeting, ELAP 2016.

“We want to contribute to the global development, in a sustainable way, and work for a new type of international order, based on peace and a balanced relation of power, pushing for a fairer and more reasonable sense," Liu said at the conference, hosted in the city of Guayaquil.

China and Latin America have collaborated on numerous projects within various international organizations, including climate change and cultural issues.

In a multi-polar world, where emerging powers are growing, a “readjustment of power relations favoring world peace” is crucial, said Liu.

Latin America was able to maintain a reasonable rate of economic growth despite the world crisis of capitalism, although it is under great pressure now, Liu noted.

“New technologies open new possibilities but also new challenges for the modernization of industries in developing countries," Liu added.

“Our economic development is focused on the well-being of the people, which we corroborate by monitoring concretely how this development impacts people's lives," he claimed. “The Communist Party has been key in this development, with over 88 million members, and thanks to the party-state, solving the people's demands throughout history."

The main challenge has been corruption within the party, he admitted, but thanks to a zero-tolerance policy members of the party “don't dare to” engage in it anymore, Liu maintained. “We have always followed the path of socialism and communism," he said, "adapted to China's reality in our times, with the influence of Marxists theorists.”
